Data & Impact Manager

The mission of the International Institute of New England (IINE) is to create opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 9,000 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Our programs include case management, youth and family services, English for Speakers of Other Languages (ESOL), employment and skills training, and immigration legal services.

Overview

Reporting to the Director of Program Design and Evaluation, the Data and Impact Manager works closely with the Managing Directors of each site, the Managing Attorney of immigration legal services, and with the program team more broadly to ensure that IINE’s programmatic data is cohesive, robust, and integrated into all aspects of IINE’s work. This position is responsible to design and implement efficient data management systems, ensure data accuracy and security, analyze data to draw conclusions and identify patterns, and report findings to diverse stakeholders including IINE’s leadership, its funders and provider partners, and media outlets; and is also responsible for producing or contributing to a wide range of reports. The Data and Impact Manager will work closely with interdepartmental teams to identify data needs and will be responsible for creating and managing processes to ensure data consistency and quality.

Responsibilities

  • Oversee operation of IINE’s in-house program database, Apricot, including developing and building new data collection protocols and systems to ensure data consistency and quality.
  • Leverage IINE’s data for internal and external communications; create detailed reports, dashboards and other creative data visualizations to make data meaningful for diverse audiences and help guide IINE’s leadership.
  • Create Database reports by replicating external reporting templates to assist program leadership with reporting demands; work collaboratively with interdepartmental team members to identify key data needs and requirements.
  • Produce monthly enrollment and quarterly key performance output reports; support production of IINE’s annual report; produce/contribute to all other reports as requested.
  • Maintain workflow of data projects and set up system to prioritize inquiries and data requests.
  • Create a standardized operating procedure and implement a rigorous monthly data quality assurance system.
  • Identify improvements in data collection, processing, and management; develop and lead staff training in best practices including data entry, management, quality assurance, protection and evaluation as needed.
  • Evaluate new data systems and solutions by maintaining up-to-date knowledge of the field and by establishing relationships with software vendors.
  • Assist with monitoring preparation as needed.
  • Assist supervisor in analyzing trends in program data to support continuous improvement of IINE's programming as needed.
  • Review logic models and evaluation plans to ensure internal database already has the capability of capturing the outputs and outcomes prior to private and public proposal submissions.
  • Continuously monitor and update data sources by working with program directors and managers; gather challenges and support the development and improvement of data collection systems and processes as needed.
  • Create focus group questions, train staff on best practices on focus group implementation, and conduct focus groups as needed to incorporate client feedback into program improvement plans.
  • Design and/or update site-specific program performance trackers.
  • Provide regular training to staff in the use of all internal, external, donor- and state administered databases; develop and lead trainings to support continuous improvement based on needs of each site as identified by program leadership

Required Skills/Abilities

  • Strong written and verbal communication skills in English.
  • Ability to analyze, interpret, and organize large amounts of data.
  • Experience leading focus groups, collecting data, and analyzing quantitative and qualitative data is required.
  • Experience interpreting logic models and evaluation plans preferred.
  • Excellent problem-solving skills and analytical skills; demonstrate resilience in the face of challenges.
  • Extremely well organized, detail oriented, flexible, and able to manage multiple tasks simultaneously.
  • A command of Microsoft Word, Excel, Outlook, and PowerPoint as well as proficiency in data management and quality assurance.
  • High levels of discretion and professionalism in dealing with confidential information.
  • Demonstrated interest in IINE’s mission; candidates with personal experience of/connection to immigration strongly encouraged to apply

Education & Experience

  • Bachelor’s degree or foreign equivalent in Computer science, Economics, Statistics, or a closely related quantitative field required.
  • Minimum of two years of experience administering Apricot, Salesforce or similar data management systems.
  • Minimum of two years of data management, data analysis and report creation in databases.
  • Proven experience in database management systems, data modeling, compiling, analyzing and organizing findings and data retrieved.

Work Environment Conditions

  • This position is expected to travel to all three IINE locations as needed; the position requires access to reliable transportation.
  • Requires occasional night and weekend events and work.
  • Exposure to bright, overhead office lighting, use of office technology such as laptops, printers, mail machines, and other in-office equipment.

Physical Demands

  • Occasional lifting, pushing, and pulling materials (boxes, equipment) of 50 pounds or more
  • Continuous sitting (or standing) at a desk for long periods of time.
  • Occasional driving to and from IINE offices as needed.

Covid-19 Policy

IINE does not require applicants for most positions to show proof of Covid-19. Some federal contracts, however, require IINE staff to show proof of Covid-19 vaccination, and some immigration status adjustments, such as a Green Card, require proof of Covid-19 vaccination as well. Consequently, for some positions, IINE staff may be required to show proof of vaccination, and in others, IINE staff will be supporting clients who are required by law to have proof of vaccination in order to adjust their status in the United States.
